Does count every ballot mean fraudulently produced ballots

When the FBI, CIA, NSA, FCC, FEC, Justice Department, Democratic Party, Media, Social Media, Attorney General's office and every single government department throughout the United States is corrupt to the bone, why should those counting ballots and certifying an election be any different.
